The incident with Daniel Fino is the latest of three unlawful/Unconstitutional detentions by the Palo Alto Police upon one citizen in less than a year.
2) On August 9, 2018 one of Chief Jonsen's officers, Ofc. Christopher Conde, unlawfully detained this citizen by knowingly and deliberately stating to the citizen that the citizen was violating a law when Ofc. Conde knew that the citizen was not violating the stated law. That is a violation of 4th and 14th Amendments of the U.S. Constitution as well as the California Constitution. Despite the empirical evidence Ofc. Conde's violation he was not held accountable by his superiors but actually exonerated for violating the Constitution.
3) On 2/14/2019 Palo Alto Police Ofc. Daniel Cuevas falsely stated that this citizen was violating a vehicle code law knowing that the citizen was not violating the law. Cuevas falsely stated that a front bike light needs to be attached to the bike and that there is a vehicle code stating so. He could not find that vehicle code because it does not exist. Realizing he was wrong he changed his excuse for the stop to the bike light not being bright enough, however he was proved wrong on that allegation as well.
